This broad market perspective revealed a gap in the multifamily syndication space: a need for operators who prioritize institutional-grade risk management over aggressive growth.
In the multifamily space, this led to a clear observation—many operators relied heavily on optimistic underwriting and market appreciation, while placing less emphasis on downside protection and operational discipline.
Vesta Legacy Partners was established to take a different approach.
Since its founding in 2020, the firm applies this multi-sector experience to the Houston value-add multifamily market. Today, the firm operates as a specialized multifamily investment business that combines institutional quality underwriting with systems-based operations.

Holden leads sourcing, underwriting, and syndication with two decades of hands-on real estate experience. He has been involved in more than 1,055 units as both a General Partner and Limited Partner, and currently oversees over $10 million in assets under management. His track record includes no realized capital losses, no capital calls, and consistent distributions to investors.
Susan Chang

Experience: Prev. Goldman Sachs, Salomon/Citigroup, BNP Paribas
Susan oversees investment evaluation and capital markets strategy. She brings nearly two decades of institutional experience from senior roles at Salomon/Citigroup, Goldman Sachs, and BNP Paribas across New York and Hong Kong, spanning fixed-income research, distressed debt, and special situations. Her deep knowledge of the capital structure ensures every investment is designed for preservation and long-term performance.
